A Family Relocated from Flood to Flood

Ousmane Diop moved into his apartment in the Cité Jaxaay housing complex in 2011. The government had given him the unit. It was compensation — or at least, that was the word used — for the home he had lost in the catastrophic floods of August 2009, when torrential rains overwhelmed Pikine and Guédiawaye, the densely populated banlieues that house approximately 70% of greater Dakar’s population. In 2009, the water rose to chest height in some neighborhoods. Ousmane’s ground-floor house filled with brown water that did not recede for six weeks. The government declared ORSEC — the national emergency response plan — and promised that affected families would be relocated to safe housing. Jaxaay was the answer: a purpose-built complex of 3,000 housing units on what the government described as higher ground, away from the flood zones.[1]

In August 2025, the water rose again. Not in Pikine. In Jaxaay. Ousmane stood in his living room and watched the same brown water that had taken his first home begin seeping under the door of the home the government had given him as replacement. The complex’s drainage system — designed, theoretically, to handle the rainy season volumes that make Dakar’s banlieues uninhabitable every August and September — had been overwhelmed within three years of construction. By 2025, the annual flooding of Jaxaay was no longer an emergency. It was a seasonal condition. The neighborhood built to rescue people from floods was drowning on schedule.[2]

This is not a story about bad luck or unusual weather. Dakar has triggered the ORSEC emergency protocol seven times since 2005 — an average of once every three years. But the floods are not spaced evenly. They have become more frequent and more severe. Five of the seven ORSEC activations occurred after 2012. The pattern is accelerating, and the infrastructure built to respond to it is being overwhelmed faster than it can be deployed.[3]

The Anatomy of a Relocation Trap

To understand why Jaxaay floods, you must understand why Pikine floods. And to understand why Pikine floods, you must understand what happens when a colonial-era city built on a peninsula attempts to absorb a population five times larger than its infrastructure was designed to serve.

Dakar’s original colonial footprint — the Plateau district, the port, the administrative quarter — was built on the rocky, well-drained western tip of the Cap-Vert peninsula. It was designed for approximately 300,000 people. Greater Dakar now houses more than 4 million. The growth went east, into the sandy lowlands of Pikine, Guédiawaye, and Rufisque — areas that sit on the Thiaroye aquifer, where the water table is less than two meters below the surface. These areas flood not only from rainfall but from the water table itself rising through the ground during the wet season. The flooding is hydraulic: it comes from below as much as from above.[4]

Pikine was never meant to be a city. It began as a resettlement zone in the 1950s and 1960s, when the French colonial administration cleared informal settlements from central Dakar and relocated the displaced populations eastward. The relocated families built on the sandy, low-lying terrain because it was the only land available to them. There was no drainage infrastructure. There were no elevation surveys. There was no hydro-geological assessment. The colonial administration needed the central land cleared and the displaced population contained. Pikine accomplished both objectives. The fact that it would flood every rainy season was either unknown or irrelevant to the planners.

Six decades later, Pikine is home to more than one million people. It floods every year. And every response to the flooding has reproduced the original error: relocating populations to land that was available rather than land that was suitable.

The Jaxaay failure. The Cité Jaxaay was constructed between 2006 and 2010, funded by the Senegalese government with support from international donors, as a direct response to the 2005 and 2009 flood emergencies. It was supposed to be the demonstration project — proof that the government could build safe housing for flood-affected populations. The site was selected based on availability rather than hydro-geological suitability. Within three years of the first occupants moving in, the complex began flooding. The drainage system, designed to handle moderate rainfall, could not manage the combination of surface runoff and rising water table that characterizes Dakar’s wet season. The construction quality of the housing blocks deteriorated faster than projected, with cracking foundations and water infiltration documented by residents and subsequently by government inspectors.[2]

PROGEP and the scale mismatch. The government has not been idle. Two major programs — PROGEP (Stormwater Management and Climate Change Adaptation Project), funded by the World Bank, and PING-GIRI, a newer drainage initiative — target flood management in six communes across the banlieues. PROGEP has built retention basins, pumping stations, and drainage channels in parts of Pikine and Guédiawaye. PROGEP 2, the second phase, is currently in implementation. But the scale mismatch is severe: the programs target six communes while floods affect dozens. The drainage capacity installed by PROGEP handles moderate rainfall events; it is overwhelmed by the intense storms that are becoming more frequent as climate patterns shift. The infrastructure is designed for last decade’s weather, not this decade’s.[5]

The Diamniadio divergence. While Pikine and Jaxaay flood, the Senegalese government is investing billions of CFA francs in Diamniadio — a new satellite city approximately 30 kilometers east of central Dakar. Diamniadio is designed to be everything the banlieues are not: planned, drained, modern, and internationally visible. It will host the 2026 Youth Olympics (October–November), with new stadiums, an international conference center, and government offices relocating from the congested Plateau. The investment is real and visible: new highways, a regional express train (TER) connecting Diamniadio to central Dakar, and housing developments marketed to the middle class.[6]

The divergence is the signal. The same government that cannot prevent Jaxaay from flooding — a housing complex it built on land it selected — is constructing a showcase city for international visitors thirty kilometers away. The investment flowing to Diamniadio dwarfs the PROGEP budget. The political attention consumed by Youth Olympics preparation diverts institutional capacity from flood management. The banlieues, which house 70% of Dakar’s population, are being managed through emergency response (ORSEC) while the showcase district receives long-term infrastructure investment. Two Dakars are being built simultaneously: one for the world to see, one for the residents to survive.

Pattern Confirmation

The West African Urban Flood Belt

Dakar is not unique. It is the most politically visible node in a flood corridor that stretches across the coastal cities of West Africa. Accra, Abidjan, Lagos, Conakry, Freetown — every major West African coastal city experiences annual flooding driven by the same combination of factors: colonial-era infrastructure designed for smaller populations, post-independence expansion into flood-prone zones, absent or inadequate drainage, and intensifying rainfall. Accra’s 2015 floods killed over 150 people. Freetown’s 2017 mudslide killed over 1,000. Abidjan’s Yopougon district floods annually, displacing tens of thousands.

The housing deficit is the structural root. Dakar alone has a deficit exceeding 300,000 units. Across West Africa, the figure is in the millions. People do not live in flood zones by choice. They live there because the formal housing supply does not accommodate them. Every unit of the deficit pushes a family into an informal settlement on land that no one else wanted — which, in coastal West Africa, means land that floods.

Alternative Explanations

It is possible to argue that Jaxaay’s flooding is an engineering failure rather than a systemic one — that with better drainage design and construction quality, the complex would have performed as intended. This argument has narrow technical merit: the drainage was indeed undersized. But it misses the systemic point: the site was selected not because it was suitable but because it was available. The engineering failure was downstream of the planning failure, which was downstream of the land-access failure, which is downstream of the housing-deficit failure.

What is not known: The exact number of Jaxaay housing units currently experiencing seasonal flooding. No systematic survey has been conducted since 2020. The PROGEP 2 completion timeline has been revised multiple times; the current projected completion date is not publicly confirmed. The number of families who have informally abandoned Jaxaay units and returned to flood-prone areas closer to employment is not tracked.

What would change the signal: If the Senegalese government redirected a portion of Diamniadio investment to banlieue drainage infrastructure with measurable flood-reduction targets, the divergence signal would weaken. If PROGEP 2 demonstrably reduces flood severity in its target communes during the 2026 rainy season, the infrastructure gap narrative would require revision. Neither outcome is currently projected.

Monitoring indicators: Track ORSEC activations during the 2026 rainy season (August–October). Monitor PROGEP 2 construction progress. Track Diamniadio investment disbursements relative to banlieue infrastructure spending. Watch for Youth Olympics infrastructure completion and its geographic relationship to flood-affected zones. Monitor housing deficit figures from the Senegal Ministry of Housing annual report.
