That Thursday you opened Instagram and, among the usual videos, the mayor of Oeiras appeared.
He was not cutting a ribbon or opening anything. Over the image, his name was written in Japanese characters. Below it, a caption signed by him: unlikely encounters, Plutónio says he wants to be the next Isaltino of Alcabideche. He had tagged the rapper's production company.
Plutónio had reacted with a white heart.
You looked up the full video. At the wheel was the rapper who grew up in the Bairro da Cruz Vermelha, playing driver and bodyguard, with the mayor beside him. In another shot, Isaltino Morais, with a lit cigar, was talking with the comedian Pedro Teixeira da Mota. The images jumped from the streets of Oeiras to the streets of Tokyo.
The song was named after him. Since the day after its release it had been at the very top of the Apple Music chart in Portugal, and in the lyrics the rapper proclaimed himself the future Isaltino of his own parish.
Maybe you remembered March. That month the prosecutors had charged him with paying for meals, his own and other people's, with municipal money, and the council had denied all of it. The indictment was still there, with no trial.
Maybe you also remembered that opposition poster, years back, with the same face and a cigar, that someone took off the street.
This time nobody was taking anything down. The video had not been posted by a fan or by a news outlet.
He had posted it himself.

The signal
Plutónio's new single "Isaltino" came out on 2 October 2026 and by the next day was topping Apple Music in Portugal (24 Notícias). On 11 October it is still No. 1 on Apple Music Portugal, with Plutónio also at positions 2 and 3.
The title is the name of the president of the Oeiras council, Isaltino Morais, and he is in the video: Plutónio plays his driver and bodyguard (Música Total) and the mayor appears with a lit cigar beside the comedian Pedro Teixeira da Mota (NiT). On Thursday 8 October he posted a clip on his Instagram captioned "Encontros improváveis" (unlikely encounters) and tagged the rapper's production company, @bridgetown.pt (Olhares de Lisboa).
Two days earlier, in Vila Viçosa, the Alentejo rapper Dui MC had premiered "Cada Vez Mais Rijo", also with Isaltino in the video. On the coincidence he said: "Vamos ser os únicos dois rappers portugueses a ter um videoclipe com um político e isso, só por si, já é uma marca" (Rádio Campanário). "Marca" there means a milestone, not a brand.
This is the same mayor the Public Prosecutor charged with embezzlement and abuse of power in an indictment made public on 24 March 2026: according to Lusa, he and 22 other defendants charged the municipality for more than 1,400 meals, worth around 150,000 euros, between October 2017 and at least June 2024 (RTP/Lusa). The council replied that it "sempre agiu dentro da legalidade" (always acted within the law). It is an indictment, not a conviction.
The context
The song did not reach first place on its own. Bridgetown is the label and agency of Plutónio and of Teixeira da Mota; the track premiered inside "Infância 2026", the comedian's own content, and circulated on TikTok before release (Música Total). Part of the No. 1 is campaign. The other part is run by the mayor himself: by sharing the clip and tagging the production company, he turns the piece into his own communication.
Plutónio, João Colaço, 41, grew up in the Bairro da Cruz Vermelha, in Alcabideche (Cascais), and in the lyrics he proclaims himself the "future Isaltino of Alcabideche" (NiT, 24 Notícias).
The cigar has a precedent. In November 2020, the Iniciativa Liberal party put up a poster in Oeiras showing Isaltino lighting a cigar and the question "Would you trust your household accounts to this man?". According to Sábado, the council removed it because it "offended" the president; the party said it was not certain who took it down.
The reading
Two pieces of popular culture name the mayor in the same week, and in neither does what happened to the 2020 poster repeat itself. Back then the image of the cigar, set beside a question about the accounts, was treated as an offence and came off the street. Now the same image, set over a rap beat, is the one he chooses, stars in and spreads.
What changed is not the image. It is who frames it and what question sits beside it. The poster asked. The video does not ask: it celebrates, with humour. And it arrives six months after an indictment that is precisely about how the municipality's money was used at the table.
An indicted mayor could have kept his distance from a song bearing his name, or ignored it. The coverage reviewed records neither. It records the opposite: he appears in the video and shares it.
There is a loan of aura running in both directions. Neighbourhood rap lends the mayor what a 76-year-old politician does not have on his own: a young audience that does not read the court pages, the complicity of the joke. The mayor lends rap closeness to real power and the small transgression of putting a politician on camera and having him say yes. When Dui MC celebrates being among the only ones with a politician in a video, the milestone is the politician.
In Plutónio's lyrics there is no denunciation. There is aspiration. Proclaiming yourself the "future Isaltino" of your own parish is taking a mayor as the measure of local success, at the very moment his way of governing is under indictment. Dui MC describes him as an example of dynamism. Neither of them mentions the indictment in the sources reviewed.
This should not be stretched. The simple hypothesis carries weight: a label builds a release around a viral cameo, and a mayor who knows his way around social media uses the cameo to refresh his image in the middle of an indictment. What it does not cancel is what makes the signal interesting: that a mayor charged with embezzlement is a desirable partner for the rap that tops streaming, and that he wants to be one.
Nor can it be said that "the street" sings him as a model. We do not know whether the track is chanted at concerts, or what the residents of Cruz Vermelha or Oeiras voters think. The chart says it is being listened to, not why.
The pattern
The Portuguese press covered the song in the culture pages and the indictment in the court pages. The crossing is exactly what was not published.
The mechanism is this: power under judicial suspicion looks for channels where the frame is affection and humour, not the question, and culture with its own audience finds in that power a character with pull. When the two needs coincide, the image that used to be taken off the street is handed out from the mayor's own account.
That the same mayor appears in the videos of two different rappers in a single week suggests this is not an isolated joke but a template that can be repeated. What to watch is not whether the next song praises him or mocks him. It is who holds the camera, who tags whom, and what question is left out of the frame.
