The Signal
At the exits of Plaza Elíptica, Oporto and Legazpi — the stations that connect Madrid's underground with Carabanchel and Usera, districts with a large migrant population — Latin American women sell empanadas, humitas and stuffed potatoes wrapped in still-warm aluminum foil. It is a threshold economy: it sets up exactly where the passenger emerges hungry and in a hurry, and it folds away in seconds the moment a uniform appears. Facing them, Metro de Madrid has mounted station-specific operations with private security, and it boasts results: it says it has gone from 37 recorded incidents in 2025 to 7 in 2026, and counts 23 interventions in just four days during one of its latest campaigns. The behavior that defines the signal is not the operation, but the vendors: they come back. Every morning the mouth of the metro smells of frying again, because for the person selling there, there is no plan B around the corner.
The Context
Carabanchel and Usera are not a neutral backdrop. They are two of the districts that have received the most Latin American migration in Madrid, and vending at the station's edge is the natural extension of their kitchens: an income made of small portions, of recipes a neighborhood recognizes as its own, built on the only asset in surplus for someone with no premises and no permit — the flow of people. The problem is that this same phenomenon has already escalated to national headlines, and not always in good faith: part of the press has framed it as a matter of immigration and filth before treating it as work. The figures that order the conversation — the famous 37 versus 7 — are produced and circulated by Metro itself. They are an institution's account of its own effectiveness, not an independent x-ray of how many women live from selling food at that threshold, nor of what happens to them when they can no longer do so.
The Reading
The second-order tension appears when you refuse to look at the scene through the eyes of the operation. Told from Metro, this is a story of order restored: fewer incidents, more interventions, a cleaner public space. Told from the vendors, it is a story of the silent displacement of a family income that does not disappear — it only becomes more precarious and more pursued. The "37 to 7" figure is revealing precisely for what it does not say: it measures reported nuisances, not mouths fed. Turning these women into a security statistic is already an editorial decision — the decision to treat a neighborhood's food as an incident to be reduced. And there is a rhetorical trap at play: when enforcement is measured by its own success numbers, success consists of the vending becoming invisible, not of the vendors finding another way to live. The effectiveness of the operation and the well-being of the people are counted in different units, and only one of the two appears in the press release.
The Pattern
Madrid rhymes with a scene repeated across five continents: the city does not debate whether that food is needed — evidently it is, which is why it returns every day — it debates where it may exist and with what papers. The metro threshold here is what the sidewalk with a biometric turnstile is in Bogotá, what the forbidden pavement is in Bangkok, or what the thousand-dollar regulation cart is in San Francisco: the point where the right to sell is trimmed by rule or by operation. And there is an additional, more uncomfortable pattern that Madrid shares with few: when the person selling is also a migrant, the eviction can be wrapped in a discourse that no longer speaks of hygiene or traffic, but of who belongs to the city. There the toll stops being economic and becomes one of identity. The empanada at the mouth of the metro is cheap; the implicit permission to be there, less and less so.
