The Technician Who Installs What Does Not Exist

He calls himself a television repairman. That is what his neighbors believe. That is what he tells the CDR — the Committee for the Defense of the Revolution — the block-level surveillance apparatus that has monitored Cuban neighborhoods since 1960. He fixes televisions. He arrives at apartments in Vedado and Centro Habana carrying a toolbox and a flat-screen TV in a cardboard box. Sometimes the TV is a TV. Sometimes the TV is a Starlink terminal — the rectangular satellite receiver dismounted from its stand, wrapped in anti-static material, and fitted inside the gutted casing of a 32-inch screen. He has done this fourteen times in the past eight months.

The installation takes ninety minutes. He positions the terminal on the roof or a high balcony, angled toward the northeast sky where SpaceX's low-earth-orbit constellation passes overhead. He runs a flat coaxial cable through a window frame, sealed with silicone so the gap is invisible from the street. He connects a Wi-Fi router — not the Starlink router, which is too recognizable, but a generic TP-Link unit that draws less suspicion. He sets the network name to something banal: "Carlos_Family" or "Apt_3B_Internet." He configures the system, confirms the connection, and teaches the client how to reboot if the signal drops during a tropical storm. Then he collects his fee: between $1,300 and $2,000 in cash, depending on whether the client purchased the terminal through him or sourced it independently through contacts in Miami or Panama.

He is thirty-seven years old. He studied telecommunications engineering at the Universidad de La Habana. He worked for ETECSA — the Empresa de Telecomunicaciones de Cuba, the state monopoly that controls every wire, every cell tower, every byte of data that moves through the island — for six years. He left in 2023, when his monthly salary was the equivalent of twelve dollars. He now earns more per installation than he made in a year at ETECSA. He does not consider what he does to be illegal in any moral sense. He considers it infrastructure.

What keeps him awake is not the risk of arrest — though the risk is real, carrying a sentence of three to eight years under Cuba's Decree-Law 35, which criminalizes unauthorized telecommunications equipment.[1] What keeps him awake is the math. Each terminal he installs serves not one household but an entire micro-network. The client shares the connection with four, six, sometimes ten neighboring apartments, charging each between $15 and $30 per month for access. A single Starlink dish on a rooftop in Centro Habana can serve forty people. Forty people who, for the first time, can load a webpage without ETECSA's DNS filters deciding what they see. Forty people who can watch YouTube without buffering. Forty people who can read 14ymedio or CubaNet or Diario de Cuba — the independent media outlets that ETECSA blocks across all twenty-three of its filtered domains.[2]

He does not know how many other technicians are doing what he does. He knows of three in Havana. He has heard of others in Santiago de Cuba, Camagüey, and Holguín. The network is not coordinated. There is no organization. There are only individuals who have separately arrived at the same conclusion: that the demand for unfiltered internet is so intense, and the state's capacity to detect satellite signals so limited, that the risk-reward calculation has tipped irreversibly. He says he will stop when they start jamming the signal. He does not believe they can.

Structural Read

The Market That Should Not Exist

In April 2026, Elon Musk posted on X that Starlink "works in Cuba." The statement was three words long. Its implications were seismic. For the first time, the owner of the world's largest satellite internet constellation publicly confirmed that his service was operational on an island where the government had spent decades building the most controlled information environment in the Western Hemisphere.[3]

Musk's confirmation arrived in a specific political context. In the weeks prior, multiple diplomatic sources and news reports indicated that the Cuban government had been offered free Starlink service for its entire population as part of a broader humanitarian assistance package following the devastation of Hurricane Oscar in late 2024 and the ongoing energy crisis that had left provinces without electricity for days at a time. Cuba rejected the offer. The government did not issue a formal statement explaining the rejection. It did not need to. The calculus was legible: accepting Starlink meant accepting an internet connection that ETECSA could not monitor, could not filter, and could not shut down. The cost of free internet was the loss of information sovereignty.[4]

This is the signal. Not that Starlink exists in Cuba — satellite internet has existed since the 1990s. Not that Cubans are circumventing censorship — they have been doing that since the invention of El Paquete Semanal, the weekly USB drive of downloaded content that has served as the island's offline internet for over a decade. The signal is that a government faced a choice between material relief for its population and informational control over that population, and it chose control. The signal is the price tag on information sovereignty: it is worth more than free internet for eleven million people.

But the rejection created an unintended consequence. By refusing to authorize Starlink, the Cuban government did not prevent Starlink from arriving. It merely ensured that Starlink would arrive as contraband — expensive, unregulated, and distributed through the same black-market networks that already move everything from powdered milk to automobile parts across the Florida Straits.

El Toque — the Cuban independent media outlet that also operates the island's most-referenced informal currency exchange tracker — documented more than 60 active listings for Starlink equipment on Cuban online marketplaces as of early 2026.[5] These listings appeared on platforms like Revolico (Cuba's Craigslist equivalent), in private Telegram groups, and through WhatsApp chains that function as classified ad networks. The prices are staggering by Cuban standards: a Starlink terminal (which retails for $499 in the United States) sells for $1,300 to $2,000 on the Cuban black market. The monthly service fee — $120 in the US — ranges from $90 to $165 on the island, depending on whether the account is registered to a US-based intermediary (common) or a third-country address (increasingly common via Panama and Mexico).[5]

To put these numbers in context: Cuba's average state salary in 2026 is approximately 4,000 Cuban pesos per month, equivalent to roughly $15 at the informal exchange rate tracked by El Toque. A Starlink terminal costs the equivalent of seven to eleven years of state wages. The monthly service fee costs six to eleven months of state wages. These are not consumer electronics prices. These are investment prices — and they are being paid because the investment generates returns. A single terminal shared across a neighborhood micro-network can generate $150 to $300 per month in subscription fees from neighbors, making the initial outlay recoverable in six to twelve months.

The economic structure is identical to the one that powered El Paquete Semanal: a decentralized network of entrepreneurs who invest in infrastructure, distribute access at a markup, and operate entirely outside the state economy. The difference is that El Paquete delivered content weekly, on a delay. Starlink delivers the open internet in real time.

Pattern Confirmation

The Enforcement Paradox

The Cuban government knows. This is not a secret it is trying to uncover. It is a condition it is trying to manage.

In 2025, Cuban authorities seized approximately 20 Starlink terminals and more than 80 Wi-Fi routers connected to unauthorized satellite networks, according to reports compiled by independent Cuban media and corroborated by statements from the Ministry of Communications (MINCOM).[6] Decree-Law 35, enacted in 2021, provides the legal framework: it criminalizes the importation, installation, and operation of unauthorized telecommunications equipment, with penalties ranging from three to eight years of imprisonment and confiscation of all related equipment.[1] The law was originally drafted to target private Wi-Fi networks that bypassed ETECSA's pricing. It has been repurposed to target satellite internet.

But the enforcement numbers reveal the paradox. If independent estimates of Starlink terminal penetration are even approximately correct — and multiple sources place the number in the low hundreds across the island, with concentration in Havana, Santiago de Cuba, and the tourist corridors of Varadero and Trinidad — then 20 seizures represent a confiscation rate of less than 10 percent.[6] The Cuban security apparatus, which maintains one of the highest ratios of security personnel to population in the world, is not failing to detect the terminals because it lacks surveillance capability. It is failing because the detection problem is structurally different from anything it has faced before.

Previous information-control challenges in Cuba were terrestrial. A blogger could be identified because she posted from a fixed IP address at an ETECSA hotspot. A journalist could be tracked because his phone connected to a cell tower operated by ETECSA. An underground publication could be traced because it was printed on a specific model of printer purchased at a specific store. Every channel ran through infrastructure the state owned. Starlink does not. The signal travels from the terminal directly to a satellite constellation orbiting at 550 kilometers, then to a ground station outside Cuban territory (typically in Florida or Mexico), and from there to the open internet. ETECSA never touches it. The state's deep-packet inspection systems, which monitor all traffic flowing through ETECSA's backbone, are blind to it.

The only detection vector is physical: find the terminal. But Starlink's standard terminal is 12 by 19 inches — roughly the size of a laptop screen — and the newer Mini model is even smaller. It can be mounted flat on a rooftop, concealed under a tarp, hidden inside a water tank housing, or — as the technician in Vedado demonstrated — smuggled inside the casing of a television. The signal it emits is a Ku-band or Ka-band radio frequency that requires specialized spectrum-analysis equipment to detect, equipment the Cuban government possesses but has not deployed at scale.[7]

A senior Cuban telecommunications official, speaking to state media in late 2025, used language that deserves quoting: he described the proliferation of unauthorized satellite internet as "a phenomenon that is becoming difficult to control."[8] In the lexicon of Cuban officialdom, where the state is constitutionally defined as the guarantor of all telecommunications, the word "difficult" is an admission of structural failure. The state is not describing a temporary enforcement gap. It is describing a permanent condition.

The admission matters because it reveals the second-order effect. Cuba's information-control architecture was never primarily technological. It was economic. ETECSA's monopoly did not just control what Cubans could access online — it controlled whether they could access anything at all. Mobile data, introduced in 2018, costs roughly $1 per gigabyte on prepaid plans, in a country where the average monthly salary is $15. Home internet, available through ETECSA's Nauta Hogar service, requires a landline — which fewer than 15 percent of Cuban households have — and costs between $15 and $70 per month depending on speed. The pricing is not accidental. It is a rationing mechanism. Internet access in Cuba has never been a utility. It has been a luxury calibrated to ensure that most citizens cannot afford enough bandwidth to sustain the kind of continuous, real-time information consumption that characterizes open societies.

Starlink breaks this economic architecture. A shared terminal serving ten households at $20 per month each costs each household roughly 30 percent of a state salary — expensive but not prohibitive, especially for families receiving remittances from the diaspora. And the bandwidth is incomparably superior: Starlink delivers 50 to 200 megabits per second in optimal conditions, compared to ETECSA's typical mobile data speeds of 2 to 5 Mbps. For the first time, ordinary Cubans can experience the internet at speeds that make video streaming, video calls, and real-time news consumption not just possible but seamless.

The Information Sovereignty Question

The rejection of free Starlink in April 2026 was not an isolated decision. It was the latest expression of a doctrine that has governed Cuban telecommunications policy since Fidel Castro's government first connected the island to the internet through a single 64-kilobit link via satellite in 1996. The doctrine has a name that Cuban officials use internally but rarely state publicly: soberanía informática — information sovereignty.[9]

The doctrine holds that the state's ability to control the flow of information within its borders is a matter of national security equivalent to territorial sovereignty. Under this framework, an uncontrolled internet connection is not a communication tool. It is a vector for what Cuban officials describe as "subversion" — a term that encompasses everything from US-funded democracy promotion programs (which are real and documented, including USAID's notorious "ZunZuneo" fake Twitter platform exposed in 2014) to independent journalism (which the state considers ideologically hostile by definition).[10]

ETECSA's content-filtering system reflects this doctrine operationally. According to data compiled by the Open Observatory of Network Interference (OONI) and corroborated by independent Cuban digital-rights organizations, ETECSA blocks access to at least 23 independent media websites, including 14ymedio, CubaNet, Diario de Cuba, CiberCuba, ADN Cuba, and Tremenda Nota.[2] The blocking is implemented at DNS level and, in some cases, through SNI filtering — a technique that inspects the Server Name Indication field of TLS handshakes to identify and block encrypted connections to specific domains. This is not crude censorship. It is technically sophisticated filtering that has been refined over a decade.

But the filtering only works on traffic that passes through ETECSA's infrastructure. Traffic that originates from a Starlink terminal never enters ETECSA's network. It cannot be filtered, throttled, or logged. From the perspective of the Cuban security apparatus, every Starlink terminal is not just an unauthorized communication device. It is a hole in the wall — a permanent, unclosable gap in the information perimeter that the state has spent sixty years constructing.

This is why the government's response has been legal rather than technical. Unable to filter Starlink traffic, it criminalizes Starlink possession. Unable to jam the signal (which would require directional radio-frequency emitters at a scale Cuba lacks and would also interfere with legitimate satellite communications, including weather monitoring), it prosecutes users. The strategy transforms a technology problem into a policing problem — and policing problems are ones the Cuban state understands. The CDR network, the Seguridad del Estado, the MININT informant apparatus: these are institutions designed to identify and neutralize individuals. What they are not designed to do is identify and neutralize small, flat devices hidden on rooftops across 109,884 square kilometers of island territory.

The regime's calculation becomes legible: the number of terminals is still small enough that the political cost of tolerating them is lower than the political cost of a visible, heavy-handed crackdown that would confirm to the population (and to international observers) that the government considers unfiltered internet access an existential threat. The seizures continue. The prosecutions continue. But they continue at a pace calibrated to deter without provoking. The question is how long this calibration holds as the terminal count rises.

The Regional Equation

Cuba is not operating in isolation. It is operating within a Caribbean Basin authoritarian information corridor that includes Venezuela and Nicaragua — three governments that share intelligence, surveillance techniques, and censorship architectures.[11]

Venezuela's CANTV — state-owned, like ETECSA — has blocked 43 independent media outlets affecting more than 90 domains. Nicaragua's 2020 cybercrime law criminalizes the "publication of false information," a framework so broad that it has been used to prosecute journalists for reporting on government corruption. Cuba's Decree-Law 35 completes the triad by criminalizing the infrastructure itself — not the content, not the publication, but the physical equipment that enables uncontrolled communication.

Each government has adopted a different layer of the censorship stack. Venezuela controls the DNS layer. Nicaragua controls the legal layer. Cuba controls the physical layer. Together, they represent a complete model: block the content, criminalize the speech, and outlaw the hardware. Any aspiring authoritarian government studying information control in 2026 need only combine all three approaches.

But the resistance architectures are also converging. Venezuela's journalists migrated to Telegram when their websites were blocked — the catacomb journalism documented in a previous IN-KluSo signal. Cuba's citizens are migrating to Starlink when ETECSA's network proves both too slow and too filtered. The parallel is structural: in both cases, the population is bypassing the state's internet infrastructure entirely, not by circumventing it with VPNs (which require the state's infrastructure to function) but by replacing it with alternative infrastructure that the state does not control.

This is the pattern that matters. The 2020s are producing the first generation of information-control evasion that does not rely on the state's own networks. VPNs route around censorship but still travel through state-owned cables. Tor obscures identity but still enters through a national ISP. Starlink does neither. It is a parallel internet that arrives from orbit, touches no domestic infrastructure, and exits the country through ground stations in jurisdictions the censoring government cannot reach. For governments whose information-control strategy depends on owning the physical layer — the cables, the towers, the exchanges — satellite internet is not a circumvention tool. It is an extinction-level threat to the control model itself.

Alternative Explanations

It is possible that Cuba's rejection of free Starlink was not primarily about information control but about geopolitics — that accepting a SpaceX service would have been perceived as accepting American corporate presence on the island at a moment when US-Cuba relations remain frozen. Under this reading, the information-sovereignty argument is post-hoc rationalization for a decision driven by diplomatic calculus. This explanation has merit but is insufficient: Cuba has accepted humanitarian aid from US-based organizations (including medical supplies and disaster relief) without treating those shipments as sovereignty violations. The difference with Starlink is not the national origin of the provider. It is the nature of the product. Food does not challenge the state's monopoly on information. Satellite internet does.

A second counterargument holds that the clandestine Starlink network is smaller than anecdotal reporting suggests — that the 60+ marketplace listings documented by El Toque represent aspirational sellers, not actual operational terminals, and that the true penetration is negligible. This is plausible for individual listings but fails against the aggregate evidence: the government's own seizure figures (20 terminals, 80+ routers in 2025), the official acknowledgment that the phenomenon is "difficult to control," and Musk's public confirmation that the service "works in Cuba" collectively indicate operational reality, not marketplace speculation.

What is not known: The exact number of operational Starlink terminals on the island. Estimates range from 100 to 500, but no comprehensive survey exists. The number of Cubans accessing the internet through shared Starlink micro-networks is similarly unmeasured. If each terminal serves 10 to 40 users, the total could range from 1,000 to 20,000 — a tiny fraction of Cuba's 11.2 million population, but a fraction that has access to the unfiltered internet for the first time.

What is not confirmed: Whether the Cuban government has acquired or is developing radio-frequency detection capabilities sufficient to locate Starlink terminals at scale. Reports from independent sources suggest that RF detection equipment has been observed at MINCOM facilities, but its deployment status is unknown. Additionally, it is not confirmed whether SpaceX has implemented any geo-fencing to restrict service in Cuban territory — Musk's statement suggests it has not, but SpaceX has not issued an official policy statement.

What would change the signal: If Cuba reversed its position and authorized Starlink — either through a state-controlled distribution arrangement or through legalization of private terminals — the signal would invert from information control to strategic adaptation. If the US government imposed secondary sanctions on Starlink service in Cuba (as it has for other technologies), the clandestine network would face pricing pressure that could reduce penetration. If Cuba acquired and deployed RF detection at scale, the seizure rate would spike and the risk-reward calculation for installers would shift. Monitor for any of these developments quarterly.

Monitoring indicators: Track El Toque marketplace listings for Starlink equipment monthly. Monitor MINCOM and state media statements on telecommunications enforcement. Track Starlink coverage maps for changes in Cuban territory activation. Monitor OONI data for changes in ETECSA's blocking patterns — an increase in blocked domains could indicate compensatory censorship in response to Starlink circumvention. Watch for diplomatic signals regarding Cuba-SpaceX or Cuba-US negotiations on telecommunications access.
